3. Rating formula
Final score S is calculated as:
S = (L×0.20 + P×0.18 + B×0.16 + G×0.16 + Sp×0.14 + UI×0.10) × 10
Where:
- L — License & security (average of 5 items, 0-1)
- P — Payouts (0-1)
- B — Bonuses (0-1)
- G — Games (0-1)
- Sp — Support (0-1)
- UI — Interface (0-1)
Each of the 25 criteria scores 0-1. A category is the average of its criteria. Final score is the weighted sum × 10 (for the 0-10 scale).

- Complaint penalty: -0.5 per 5 unresolved complaints in 30 days
- History bonus: +0.3 for 5+ years stable operation without major incidents
- Downtime penalty: -1.0 per day of downtime in the month
